1950年北海道函館市生まれ、神奈川県在住、活動。
クチバシ、パラフィンドレス、ワックス、羽根などのオブジェをモチーフにしたインスタレーション及び立体、ダブロー、写真、ビデオ、音、セキュリティ・ブランケットをテーマにしたパフォーマンス＆インタビューなどの表現方法で活動。
―この羽根で覆われたテーブルクロスもまた、松下誠子がこだわってきたセキュリティ・ブランケット（安心防衛毛布）なのだろう。このブランケットで覆われた内部は、松下の言葉を借りれば、制度からはずれた「赦された庭」であり、束の間の安全地帯である。羽根で覆われたドレスをまとう人形の、ドレスの裾が慈愛のブランケットとなって、紛争、放射能汚染、故郷喪失、日常の中での疎外など、さまざまな苦境に晒された人々をくるみ、護る。しかし彼女はただ人々を癒すだけの優しい女神ではない。

Born in Hakodate city, Hokkaido, Japan, 1950. Lives and works in Kanagawa, Japan.
Her activities of expression such as installations, three-dimensional works, photographs, video, audio, using shaped beaks, paraffin dresses, wax and feathers as motifs. Also performances ＆interviews with a security blanket theme.
– This tablecloth of feathers may also be the security blanket that Seiko Matsushita has been clinging to as a concept. Under the security blanket is, in the words of Matsushita, a “forgiveness garden” which is inaccessible from the system, a safe zone in a passing moment. The hem of the feathered dress of a doll (which perhaps symbolizes Seiko Matsushita herself ) becomes a blanket of compassion that wraps around and protects people who are suffering from various hardships such as conflict, radioactive contamination, loss of homeland, and the alienation of daily life. Nevertheless, she is not just kind goddess dedicated to healing people.
